Mr. Samuel Cheung has been serving at the NY City Department of Education since 1990.  Until last September, he was with the department's Office of Recruitment specializing in international recruitment and dealing with immigration issues and international reciprocity of teaching credentials.  Presently he is the Program Manager with the Office of Bilingual Pupil Services (BPS), which prepares bilingual paraprofessionals to become certified bilingual elementary education, bilingual special education and ESL teachers.  Prior to working with the Department of Education, Mr. Cheung was the Community Liaison for both Mayors Edward Koch and David Dinkins at the Mayor's Office for Asian Affairs.
